Programmes Director


The Electoral Institute for Sustainable Democracy in Africa (EISA) is a non-profit organisation headquartered in Johannesburg, South Africa, with a regional office in Abidjan, Côte d’Ivoire and national offices in a dozen African countries. EISA also works at sub-regional and regional levels. The Institute aims for excellence in the promotion of credible elections, citizen participation and the strengthening of political institutions for sustainable democracy in Africa.

The organisation’s programmatic approach is focused on two broad areas of work, namely elections and good governance. The Elections programme at EISA focuses on supporting regional, sub-regional and national stakeholders to foster inclusive, peaceful, and credible elections. In this regard, EISA provides support to inter-governmental bodies, civil society and electoral commissions through election assessment and electoral assistance initiatives. EISA’s governance programmes work towards strengthening governance institutions in their mandate to promote open, inclusive and democratic societies.

Functions and Responsibilities

Under the supervision of the Executive Director, the Programmes Director will have the following main duties and responsibilities:

1. Supervise, coordinate, and implement EISA’s programmes

  • Ensure that all EISA’s programmes are completed within scheduled deadlines and budgets.
  • Seek ways to improve efficiency and productivity across the institution.
  • Conceptualize and coordinate new projects and programs in elections democracy and governance.
  • Monitor and evaluate program performance.
  • Quality assure EISA’s programmes.
  • Write reports and other communications on EISA’s programmes for the Executive Director, the EISA Board, donors and partners.
  • Coordinate the sharing of institutional reports and documents to the EISA Board, donors, and partners.
  • Contribute to building the capacity of programme staff.
  • Supervise interdependent/cross-cutting projects or programmes.
  • Contribute to research and publications on elections, democracy and governance.

2. Contribute to strategic planning and to programmatic and institutional decisions

  • Contribute to strategic orientations/decisions.
  • Set programmatic objectives in accordance with EISA’s objectives and strategy.
  • Coordinate operations across the institution.

3. Contribute to strategic planning and to programmatic and institutional decisions

  • Contribute to EISA’s fundraising strategies.
  • Liaise with key partners.
  • Expand and deepen EISA’s continental network of partners.

4. Support EISA’s Field Offices and institutional partners

  • Provide support in elections, democracy, and governance.
  • Participate in continental and international events representing EISA.
  • Carry out any other tasks required by the Executive Director or his/her duly authorised representative.


  • Master’s degree in a relevant field of Social Sciences / Humanities.
  • Specific degrees linked to the fields of elections, democracy, and governance.
  • Language proficiency in English and French.

Professional Experience

  • At least 10 years’ working experience in elections, democracy, and governance sectors.
  • At least 8 years’ management experience in the field of democratic governance, particularly elections.
  • Working experience in an international organisation with a high level of responsibility.
  • Knowledge of and understanding of socio-political and economic realities of the continent and countries in which EISA operates.
  • Good knowledge of pan-African and sub-regional institutions, electoral and political networks in Africa.
  • Proven understanding of project management and budgeting techniques and methods.
  • Proven experience in fundraising, concept note and project writing, reporting and project management.
  • Knowledge of data analysis, reporting and writing.
  • Knowledge of Human Capital Management including performance evaluation, techniques, and key indicators.
  • Knowledge of Financial Planning and Accountability.
  • Knowledge of human capital management, including performance evaluation, techniques and key indicators.
