EISA Côte d'Ivoire: EISA 2020 IEOM's briefing of observers

Recruitment of long-term observers (LTOs)

The applications of submission for LTOs was launched and opened online on the EISA website. The conditions of candidacy included at least 5 years election experience, a post graduate qualification, to have worked with international organizations on election matters and to have election monitoring experience. The recruiting committee was made up of the EISA Executive Director, the chief of party of EISA and the International Election Observation Mission's (IEOM) project manager. Twelve LTOs were recruited, of whom five were women (42%), and arrived in Abidjan on August 24 and 25, 2020.

Training of LTOs

The LTO training took place on August 26 and 27, 2020 in Abidjan. The training was provided by the core team and the modules covered: the legal context by the legal analyst, long-term and short-term, the historical and political context of elections in Côte d'Ivoire, the observer Code of Conduct, security and health briefings by the security expert and an update on preparations for the poll by the IEC Observers were also trained on using EISA's Popola election data collection software, on how to operate the tablets, and how to send their observation data and reporting to the IEOM core team.

Training of short-term observers (LTOs)

STOs arrived in the country on October 24 and 25, 2020. Twenty-four STOs were deployed, of which 12 were women (50%).

Training for STOs and pre-deployment briefings were held on October 26 and 27, 2020 in Abidjan. The training covered similar modules to that of the LTOs and included a session on using the EISA Popola data collection system and filling in reporting forms in the field using tablet devices. It was also provided by the core team. STOs commended EISA on the thorough training on using Popola and completing reporting forms. STOs highlighted in their post-deployment feedback forms completed after the debriefing, that the Popola system was impressive and efficient.
